विस्तार केंद्रीय मंत्रिमंडळाचा, समीकरणे विविध राज्यातील राजकारणाची


होणार होणार म्हणून कधी गाजत असलेला तर कधी कुजबुजत असलेला केन्द्रीय मंत्रीमंडळाच्या विस्तार आणि खातेबदलाचा बहुप्रतीक्षित सोहळाया आठवड्यात, किंबहुना आज-उद्यालाच, पार पडेल अशी चिन्हे आहेत. मागील मंत्रिमंडळ विस्ताराचा बार अगदीच फुसका ठरल्याने पंतप्रधान डॉ. मनमोहन सिंग यांनी त्याच वेळी आपण संसदेच्या अर्थ-संकल्पीय सत्रानंतर मंत्रिमंडळात व्यापक फेरबदल करणार असल्याचे सांगितले होते. अर्थ-संकल्पीय सत्र संपून आता ३ महिन्यांहून जास्त काळ लोटला आहे आणि या दरम्यान केवळ सरकारच्या अडचणीच वाढलेल्या नाहीत तर डॉ. मनमोहन सिंग यांच्या कर्तबगारीवरच प्रश्नचिन्ह उभे ठाकले आहे. या काळात बंगाल, केरळ आणि आसाम राज्यात विधानसभा निवडणूकामध्ये विजय मिळवून सुद्धा कॉंग्रेस आणि त्याच्या नेतृत्वातील केंद्र सरकारवर आलेली मरगळ दूर झाली नाही. आता मंत्रिमंडळ विस्तार आणि काही प्रमाणात खातेबदल करवून सरकारची प्रतिमा उजळ करण्याचा प्रयत्न होत आहे.
गेल्या दोन वर्षात या ना त्या कारणांनी मंत्री मंडळातील जागा रिकाम्या होत होत्या आणि त्याने आलेली पोकळी भरण्याचे प्रयत्नसुद्धा झाले नाहीत. सगळ्यात आधी परराष्ट्र राज्यमंत्री शशी थरूर यांना आय. पी. एल. प्रकरणात गुंतल्यामुळे राजीनामा द्यावा लागला, नंतर अशोक चव्हाण यांची आदर्श प्रकरणी महाराष्ट्राच्या मुख्यमंत्री पदावरून हकालपट्टी झाल्यावर पृथ्वीराज चव्हाणांना केंद्रातून महाराष्ट्रात पाठवण्यात आले. ऐ. राजा आणि दयानिधी मारन यांची विकेट २-जी आणि टेलेकॉम घोटाळ्याने घेतली तर ममता बैनर्जींचा कोलकत्याला राज्याभिषेक झाल्याने रेल्वे मंत्रालय सुद्धा कॅबिनेट मंत्र्याला मुकले. याच काळात ऐ. राजा, सुरेश कलमाडी आणि कानिमोझी या सत्ताधारी आघाडीच्या तीन संसद सदस्यांची रवानगी सर्वोच्च न्यायालयाने तिहार कारागृहात केली. केंद्र सरकारचे उरले-सुरले अवसान आधी अण्णा हजारे आणि नंतर रामदेव यांनी उभारलेल्या आंदोलनांचा सामना करण्यात गळून पडले. भरीस भर आता तेलंगणातील कॉंग्रेस तसेच इतर पक्षाच्या आमदार आणि खासदारांनी स्वतंत्र राज्याच्या मागणीसाठी राजीनामे देऊन केंद्र सरकार भोवतीचा अडचणींचा फास अधिकच आवळून धरला आहे. या सगळ्या घटनाक्रमात केंद्र सरकारची कार्यतत्परता फक्त पेट्रोल, डीझेल, केरोसीन आणि घरगुती गैसच्या किमती वाढवण्यामध्ये तेवढी दिसली. यू. पी. ऐ. सरकारच्या पहिल्या कारकिर्दीत देखील पेट्रोलियम पदार्थांची भाववाढ अनेकदा झाली होती, मात्र त्याच्या जोडीला सरकारचा स्वत:चा विकासाचा एक अजेंडा होता ज्यामुळे लोकांनी भाववाढीला विकसनशील अर्थव्यवस्थेतील अपरिहार्य घटना म्हणून सहनसुद्धा केले होते. मात्र यू.पी.ऐ.-२ च्या आतापर्यंतच्या कालावधीत भाववाढ हाच या सरकारचा एकसूत्री कार्यक्रम असल्याची भावना जनसामान्यांमध्ये दृढ होत चालली आहे.
अशा विपरीत राजकीय परिस्थितून मार्गक्रमण करत सरकारची उरलेली ३ वर्षे सुरळीत पार पडावी यासाठी धडाडीने काम करणाऱ्या मंत्र्यांना बढती, भ्रष्टाचाराचे आरोप/संशय असलेल्या मंत्र्यांची गच्छंती आणि तरुण रक्ताला भरपूर वाव देत मंत्रीमंडळाची संपूर्ण फेररचना करणे गरजेचे आहे. सगळ्यात महत्वाचे आहे ते गेल्या २ वर्षात काहीही कामगिरी ना करणाऱ्या ऐतखाऊ मंत्र्यांना मंत्रिमंडळातून तडीपार करण्याचा निर्णय घेणे. मात्र असे काही होणे नाही हेच तेवढे खरे कारण या न्यायाने खरे तर ४-५ मंत्री वगळता इतर सगळ्यांची लाल दिव्याची गाडी काढून घेण्याची वेळ आली आहे. काही प्रमाणात समाधानकारक कामगिरी करत असलेल्या मंत्रांमध्ये सगळ्यात वरचा क्रमांक लागतो अर्थमंत्री प्रणब मुखर्जी यांचा. यू.पी.ऐ. सरकारचे संकटमोचक असलेल्या प्रणबदांना अर्थव्यवस्थेला दिशा आणि गती देणे अजून नीट जमले नसले तरी त्यांच्या शिवाय मनमोहन सरकारचे पानही हलत नाही. त्यामुळे त्यांना हात लावायची धमक दस्तरखुद १०, जनपथ मध्येदेखील नाही. शिवाय प्रणब मुखर्जींनी आतापर्यंत मोठ्या शिताफीने महागाईचे सगळे खापर कृषी मंत्री आणि पेट्रोलियम मंत्री यांच्यावर फोडण्यात महारथ मिळवली असल्याने अजूनही ते या सरकारमधील सगळ्यात लोकप्रिय मंत्री आहेत. गृहमंत्री पी. चिदंबरम यांनी दहशतवादी घटनांवर लक्षणीयरीत्या काबू मिळविल्याने त्यांना बदलून सरकार कोणत्याही प्रकारचा धोका ओढून घेऊ इच्छिणार नाही. परराष्ट्रमंत्री एस. एम. कृष्णा आणि संरक्षण मंत्री ए.के. एन्तोनी यांची कामगिरी फार लक्षवेधक नसली तरी पंतप्रधान आणि सोनिया गांधी यांच्याशी त्यांचे सुत चांगलेच जमत असल्याने त्यांना हात लावला जाण्याची शक्यता कमीच आहे. वजनदार मंत्रांपैकी कपिल सिब्बल यांच्याकडे टेलेकॉम आणि मानव संसाधन विकास अशी दोन अत्यंत महत्वाची खाती आहेत. मात्र त्यांचा सगळा वेळ वृत्त वाहिन्यांवर झलकण्यात जात असल्याने या दोन्ही खात्यांचे काम ठप्पच पडले आहे. शिवाय, त्यांनी रिलायंस कंपनीला नियमांची पायमल्ली केल्यामुळे ठोठावण्यात आलेला प्रचंड दंड कोणतेही कारण न दाखवता रु. ६५० कोटींवरून केवळ ५ कोटी एवढा कमी केल्याने भ्रष्टाचाराच्या आरोपाचा जळू आता त्यांनाही चिकटला आहे. त्यामुळे त्यांच्याकडील एक खाते कमी केली जाण्याची शक्यता आहे. आदिवासी विकास मंत्री कांतीलाल भुरिया कॉंग्रेस मध्य प्रदेशचे अध्यक्ष देखील असल्याने त्यांना राज्यात पूर्ण वेळ देण्यासाठी केंद्रातून निरोप दिला जाण्याची शक्यता आहे. महाराष्ट्रातील दोन दिग्गज नेत्यांच्या केंद्रातील भवितव्याबाबत बऱ्याच अटकळी सुरु असल्या तरी त्यांचे स्थान सुरक्षित मानले जात आहे. विलासराव देशमुख यांच्यावर सर्वोच्च न्यायालयाने ताशेरे ओढल्याने त्यांचावर गळतीची टांगती तलवार असली तरी त्यांचे केंद्रीय मंत्रिपद काढून घेतल्यास महाराष्ट्रात पृथ्वीराज चव्हाण सरकारची डोकेदुखी नक्कीच वाढेल याची खात्री असल्याने सध्या तरी त्यांचे स्थान स्थिर मानले जात आहे. सुशीलकुमार शिंदे यांची उर्जा मंत्री म्हणून कामगिरी निराशाजनकच आहे मात्र त्यांची अहमद पटेल यांच्याशी असलेली सलगी आणि पुढील वर्षी त्यांना कॉंग्रेस उप-राष्ट्रपती पदासाठी उभे करण्याची असलेली शक्यता यामुळे सध्यातरी त्यांचे दिल्ली दरबारी वास्तव्य कायम राहील असे दिसतेय. महाराष्ट्राच्या बाबतीत खरी उत्सुकता ही पृथ्वीराज चव्हाणांच्या जागी केंद्रात कुणाची वर्णी लागते आणि मुरली देवरा यांनी मंत्रीपद सोडण्यासाठी ठेवलेला प्रस्ताव स्वीकारला गेल्यास त्यांच्या जागी कुणाला संधी मिळते यात निर्माण झाली आहे.
आंध्र प्रदेशमध्ये निर्माण झालेला तिढा सोडवण्यासाठी त्या राज्यातून काहींची मंत्रिमंडळात वर्णी लागू शकते. मात्र सद्य परिस्थितीत तेलंगनातून कुणीही मंत्रिपद स्वीकारण्याची सुतराम शक्यता नसून त्या शिवाय आंध्रच्या इतर भागातून काही मंत्री बनविणे म्हणजे तेलंगणातील रोषाला आणखी खत-पाणी घातल्यासारखे होईल. मागील विस्ताराप्रमाणे या वेळी देखील झुकते माप हे उत्तर प्रदेश, पंजाब आणि त्याच्या जोडीला उत्तराखंड आणि गुजरातला मिळेल असे दिसतेय. या राज्यांमध्ये पुढील वर्षी विधानसभा निवडणुका होऊ घातल्या आहेत. राष्ट्रीय राजकारणातील आपली घसरगुंडी थांबवण्यासाठी या निवडणुका कॉंग्रेसच्या दृष्टीने फार महत्वाच्या आहेत. उत्तर प्रदेश तर राहुल गांधींच्या प्रतिष्टेचा प्रश्न झाला आहे. पंजाबमध्ये अकाली-भाजपच्या सरकारवर लोकांचा रोष आहे. त्याच प्रमाणे भाजपचे उत्तराखंडमधील सरकार देखील फार लोकप्रिय नाही. याचा फायदा कॉंग्रेसला पंजाब आणि उत्तराखंडमध्ये सत्ता हस्तगत करण्यात होऊ शकतो. पण कॉंग्रेस पक्षात या दोन्ही राज्यांमध्ये बेदिली आहे आणि गटबाजीमुळे पक्ष पोखरला जात आहे. ही स्थिती सावरण्यासाठी या राज्यांमधून केंद्रीय मंत्रिमंडळात आणखी प्रतिनिधित्व दिले जाऊ शकते. याच प्रमाणे गुजरातमध्ये यंदा नरेंद्र मोदींच्या वर्चस्वाला धक्का न पोचवल्यास या राज्यात कॉंग्रेसची स्थिती बिहार किवा तमिळनाडू सारखी होण्याचा धोका आहे. मोदींच्या साम्राज्याला उद्ध्वस्त करण्यासाठी कॉंग्रेसला आपले अनेक सरदार मंत्रिपदाच्या रुबाबासह राज्याच्या रिंगणात उतरावे लागतील.
एकंदरीत हा मंत्रिमंडळ विस्तार तृणमूल कॉंग्रेस आणि डी.एम.के. च्या मंत्रिमंडळातील रिकाम्या जागा भरणे आणि येत्या वर्षभरात ज्या राज्यात निवडणुका होऊ घातल्या आहेत तिथे कॉंग्रेसची निवडणूक यंत्रणा सुसज्ज करण्यासाठी काही नव्या चेहऱ्यांना संधी देणे इतपत उद्देश ठेवूनच होणार असे दिसतेय. देशाला नवी दिशा देण्याचा विचार करण्याऐवजी वेगवेगळ्या राज्यांमध्ये मंत्रिमंडळ विस्ताराचा कसा राजकीय फायदा मिळेल याची समीकरणे जोडण्यात कॉंग्रेस आणि सरकार व्यस्त आहेत. आज सरकारला खरी गरज आहे ती आपली धोरणे निश्चित करून त्यावर अहोरात्र मेहनत करण्याची. मात्र राज्य करण्याची इच्छाशक्तीच मनमोहन सिंग सरकार गमावून बसले आहे. अश्या परिस्थितीत मंत्रीमंडळ विस्तार आणि खातेबदल फक्त एक धूळफेक ठरणार अशीच चिन्हे आहेत.

मौन तुटले पितळ उघडे पडले


पंतप्रधान डॉ. मनमोहन सिंग यांची अवस्था 'गप्प बसले तर टिका आणि बोलले तर फजिती' अशी होऊन बसली आहे. पंतप्रधान विरोधकांच्या टीकेला तोंड देत नाहीत आणि जनतेशी सुसंवाद साधत नाहीत अशी टीका प्रसार माध्यमातून नेहमीच व्हायची आणि त्याला उत्तर म्हणून कॉंग्रेस प्रवक्ते पंतप्रधानांच्या व्यासंगाची, त्यांच्या प्रामाणिकपणाची प्रशंशा करायचे. मात्र या वेळेस दस्तरखुद्द गृह मंत्री श्री चिदंबरम यांनी एका दूरचित्रवाणी वाहिनीला दिलेल्या मुलाखतीत 'पंतप्रधानांनी बोलते होण्याची गरज आहे' असे वक्तव्य करून मंत्रीमंडळातच डॉ. मनमोहन सिंग यांच्या विरुद्ध खदखदणाऱ्या असंतोषाला वाट करून दिली. या नंतर लगेच झालेल्या कॉंग्रेस कार्यकारिणीच्या बैठकीनंतर पंतप्रधान नियमितपणे प्रसारमाध्यमांशी संवाद साधतील अशी घोषणा करण्यात आली. मात्र या देशातील शेकडो संपादकांपैकी केवळ ५ व्यक्तींना पंतप्रधान कार्यालयाने आमंत्रित करून बाकीच्यांची नाराजगीच ओढवून घेतली. त्यातही त्यांच्या दरम्यान झालेल्या चर्चेचे थेट अथवा नंतर प्रसारण न करता त्याचा मसुदा पंतप्रधान कार्यालयाच्या वेब साईटवर इंग्लिशमध्ये प्रसारित करण्यात आला. एकंदरीतच पंतप्रधानांच्या जनसंवादाची तऱ्हा बिरबलाच्या खिचडीसारखी होऊन बसली आहे. या पद्धतीने आणि गतीने पंतप्रधानांना देशातील जनतेशी संवाद साधने तर दूरच देशातील सगळ्या संपादकांशी सुद्धा आपल्या कार्यकाळात चर्चा करता येणे शक्य नाही.

मुळातच भारतासारख्या लोकशाहीत पंतप्रधानांना प्रसारमाध्यमांच्या मार्फत जनतेशी संवाद साधावा लागतोय हे दुखद आहे. भारतीय जनता आणि पंतप्रधान मनमोहन सिंग यांच्या दरम्यान काही नाळच उरलेली नाही हे दर्शविणारे हे चित्र आहे. याच कॉंगेस पक्षाचे आधीचे पंतप्रधान, नरसिंह राव यांचा काही प्रमाणात अपवाद वगळता, लाखोंच्या जन सभांना संबोधित करायचे. नेहरूंची एखाद्या राज्यातील एक निवडणूक सभा संपूर्ण जनमत कॉंग्रेसच्या बाजूने फिरवायला पुरेशी असायची. अन्न-धान्याच्या कमतरतेवर मात करण्यासाठी लाल बहाद्दूर शास्त्रींच्या एका आवाहनावर देशातील लाखो लोक एक वेळचा उपवास करायचे. इंदिरा गांधी लोकांशी असलेल्या भावनिक नात्याच्या जोरावर आपल्याच पक्षातील दिग्गजांचा यशस्वीपणे मुकाबला करायच्या आणि राजीव गांधींचे तर प्राणच जन संपर्काच्या ओढीपाई गेले होते. नरसिंहराव तसे फार मोठे जन-नेते नव्हते मात्र निदान अनेक वेळा लोक सभेवर निवडून येण्याची त्यांची क्षमता होती आणि कॉंग्रेस अध्यक्ष या नात्याने निदान काही प्रमाणात तरी कॉंग्रेसच्या लोकांशी त्यांचा संपर्क यायचा. डॉ. मनमोहन सिंग यांनी जीवनात केवळ एकदाच प्रत्यक्ष निवडणूक लढवली, ती होती १९९९ मध्ये लोक सभेच्या दक्षिण दिल्ली जागेची आणि ती सुद्धा ते हरलेत. त्या निवडणुकी दरम्यान डॉ. मनमोहन सिंग यांचा जो काही जनसंपर्क झाला तो त्यांच्या आयुष्यातील पहिला आणि अखेरचा ठरला. आता पंतप्रधान, ते आसाम मधील ज्या मतदार संघात मतदार आहेत, तिथे मत देण्यासाठी सुद्धा जायची तसदी घेत नाहीत. लोक पाल विधेयकावर डॉ. मनमोहन सिंग आणि अण्णा हजारे यांच्या दरम्यान कितीही मतभेद असलेत तरी या एका बाबतीत त्यांच्यात साम्य आहे की दोघेही निवडून येऊ शकत नाहीत आणि म्हणूनच लोकशाहीतील निवडणूक प्रक्रियेवर त्यांचा विश्वास नाही.

पंतप्रधानांचे मौनी रूप कुठल्याही प्रकारे सरकार आणि कॉंग्रेसविषयी लोकांची विश्वासार्हता वाढवत नाही. मात्र पंतप्रधानांनी तोंड उघडले तरी सरकार आणि कॉंग्रेसची गोचीच होते असे चित्र सध्या उभे राहिले आहे. डॉ. सिंग यांनी आपल्या या पूर्वीच्या दूरचित्रवाणी वाहिन्यांवर प्रसारित पत्रकार परिषदेत २G घोटाळ्याचे नारळ 'गठबंधन सरकार' वर फोडून आपली हतबलता जगजाहीर केली त्या वेळेस 'कमजोर पंतप्रधान' असण्याच्या त्यांच्यावर होत असलेल्या आरोपांना स्वत:च पुष्टी दिली होती. या वेळेस सुद्धा, पंतप्रधानांच्या दोन वक्तव्यांनी कॉंग्रेस आणि सरकार कोंडीत सापडले आहे. कॉंग्रेसचेच जेष्ठ नेते आणि राज्य सभा सदस्य श्री मणी शंकर अय्यर यांनी २००६ मधेच ते मनमोहन सिंग यांच्या मंत्री मंडळात खेळ मंत्री असतांना पंतप्रधानांना अनेक पत्रे लिहून कॉमनवेल्थ खेळांच्या आयोजनावर आक्षेप घेतले होते. या संदर्भातील प्रश्नाला उत्तर देतांना पंतप्रधानांनी आपले मनोगत मांडण्यासाठी बोलावलेल्या ५ संपादकांना सांगितले की श्री अय्यर यांचे आक्षेप हे वैचारिक होते आणि त्यांनी आर्थिक घोटाळे निदर्शनास आणून दिलेले नव्हते. हा विषय इथेच संपला असता, मात्र एका प्रतिष्ठित इंग्लिश वृत्त वाहिनीने आर.टि.आय. च्या माध्यमातून ती पत्रे हस्तगत केलीत आणि श्री अय्यर यांनी केवळ वैचारिक आक्षेपच नव्हते घेतले तर कॉमनवेल्थ खेळांच्या आयोजनात होत असलेल्या अनेक आर्थिक अफरातफरी सुद्धा निदर्शनास आणून दिल्या होत्या हे दाखवून खळबळ उडवून दिली आहे. या मुद्द्यावर आता तोंडघशी पडलेल्या पंतप्रधान कार्यालयाने अद्याप कोणतेही स्पष्टीकरण दिलेले नाही. याच 'मनोगत परिषदेत' पंतप्रधानांनी बांगला देशातील किमान २५% जनता घोर भारत-विरोधी असल्याची टिपण्णी करून नामुष्की ओढवून घेतली आहे. पंतप्रधानांनी व्यक्त केलेल्या या मतामध्ये काही प्रमाणात तथ्य असूही शकते मात्र असे जाहीर वक्तव्य करणे हे राजकीय अपरिपक्वतेचे लक्षण आहे. बांगला देशाने आपला विरोध नोंदविल्यावर पंतप्रधान कार्यालयाने ती टिपण्णी मागे घेतली असली तरी त्याने जे नुकसान होणार होते ते झालेच आहे. अलीकडच्या काळात भारताचे बांगला देशाशी संबंध सुधारत चालले होते. बांगला देशच्या पंतप्रधान शेख हसीना यांनी मोठ्या धाडसाने भारत विरोधी कारवाया करणाऱ्या गटांविरुद्ध कारवाई सुरु केली होती. त्याच प्रमाणे बांगला देशातील कट्टर-पंथीय गटांविरुद्ध जाऊन त्यांनी देशाची राज्य घटना धर्मनिरपेक्ष आणि लोकशाहीवादी करण्याच्या दृष्टीने दूरदर्शी पाऊले उचलली आहेत. या पार्श्वभूमीवर पंतप्रधान डॉ. मनमोहन सिंग यांनी अशा प्रकारचे वक्तव्य करणे हे राजनैतिक हाराकीरीचेच लक्षण आहे. भारताला बांगला देश विरोधी ठरवून त्याचा फायदा घेण्यासाठी पाकिस्तान आणि चीन टपूनच बसले होते आणि पंतप्रधानांच्या अश्या वक्तव्यानंतर त्यांना नामी संधीच मिळाली आहे.

या सगळ्या गोंधळात भर पडली ती भारत-अमेरिका आण्विक करारातील एका महत्वाच्या आश्वासनाची पूर्ती न होण्याने. पंतप्रधान डॉ. सिंग यांनी संसदेला सांगितले होते की 'अण्वस्त्र बंदी' करारावर स्वाक्षरी न करता अणु-उर्जेकरता आवश्यक अश्या पदार्थांची आवक करणे भारताला शक्य व्हावे या साठी भारत-अमेरिका अण्वस्त्र करार होणे गरजेचे आहे. मात्र हा करार झाल्यानंतर आता नुक्लिअर सप्लायर्स ग्रुप या ४५ देशांच्या संस्थेने अण्वस्त्र-बंदी करारावर स्वाक्षरी केल्याशिवाय भारताला अधिकृतपणे अणु व्यापारात सहभागी होता येणार नाही अशी स्पष्ट भूमिका घेतल्याने डॉ. सिंग परत एकदा तोंडघशी पडले आहेत. या मुद्द्यावर पंतप्रधानांनी संसेदेची दिशाभूल केल्याचा आरोप डाव्या पक्षांनी केला असून, पंतप्रधानांच्या 'प्रामाणिक' प्रतिमेवर खोटारडेपणाचा आणखी एक डाग लागला आहे. आता डॉ. सिंग आपली या पुढची पत्रकार परिषद कधी आणि कश्याप्रकारे घेतात याकडे सगळ्यांचे लक्ष लागले आहे कारण वर नमूद केलेल्या तीनही प्रकरणांवर डॉ. सिंग यांच्यावर प्रश्नांचा भडीमार होणार आणि त्यांची सफाई देण्यात पुरती पंचाईत होणार हे नक्की. डॉ. सिंग यांना बोलते करण्याच्या प्रयत्नात कॉंग्रेस स्वत:च्या पायावर धोंडा तर मारून घेत नाहीय ना असा विचार या पक्षातील जेष्ठ नेते नक्कीच करत असतील हे खरे.

Left’s Decline: Few Issues


Swords of enemies are out against the Left, so as sincere concerns and worries from the like-minded people. In different ways, everyone is suggesting the communists to change for its survival. Neo-liberal camp is eager to convert the Left into a bourgeoisie political party, while many others expect the organized Marxists to behave like Indian anarchists. People already have plenty such options at their disposal none of which they consider worthy of extending long term loyalty and trust. Should the Left be one among the many, even the first amongst the lot, or need it to develop a distinct identity? Answer is inherent in this query but the question remains How to achieve this!

Two successive electoral debacles in two years provide an excellent opportunity before the Left to introspect and resurrect. Yet there is every possibility that the discourse may remain confined to two states, escaping pan-Indian evaluation. Defeat in Bengal is not the biggest upset in the history of Left movement in India. Perhaps, the shocking loss to Congress in Andhra Pradesh in 1952, in the immediate aftermath of glorious Telangana struggle, was the most unexpected electoral result so far. Instead of rewarding the Left for opting to the parliamentary democracy, people maintained a distance from the movement that had once decried the independence as false. But that was not the end of road. Since then the Left, even after multiple splits, emerged as champion of working class interests, democracy, federalism and secularism.

The beauty of post-independence Left is its core belief that if you can’t convince the people to vote for you, they will never join your ranks in making the revolution. Therefore, electoral rejection of the Left in its strongest bastion becomes matter of deep concern. However, greater worry is its perpetual shortcomings to evolve as a progressive political option before the electorate in most of the Indian States. This failure occurs due to Left’s inability, rather non-initiatives, to wage long term result oriented struggles in every state, based on state-specific people’s issues. This, in turn, is result of Left leadership’s pre-occupation with national politics. The opportunities that were available post-2004 had not been realized simply because the rigorous, and widely appreciated, efforts of the Left at the national level could not be supplemented with backing of the mass movements, given the weak state of Left’s organizations throughout the country. The road to power in Delhi, for the Left, would originate in various states. Wasn’t that the experience in terms of Kerala, Bengal and Tripura? Left’s success in these states was fruit of people’s long drawn struggles against the local landlordism, other regressive elements and bourgeoisie, which helped it till date to exert influence at national level. Much has been said and propagated about functioning and achievements of Left-led state governments. However, the formative years of struggles in those states have been forgotten, thus, the Left movements in other states are almost clueless about how to reach that ascendency. The political alternative in alliance with regional outfits, the ‘third-front’, can be a viable reality only in case of growing Left movement in various states. Since regional political parties have strong vacillating tendencies, only a stronger Left presence in respective states can keep them on the right track. A recent development of forging broader Left electoral alliances has the potential of translating itself into vibrant political movements. In this context, a frank assessment about the Left’s growth or decline in various states from 1990 to 2004; when the central task was to contain the rise of communal forces, particularly in northern and western India, is due. The roots of failures in post-2004 phase may be traced back to those years.

It is evident that the Left has been unable to grasp people’s anger against government policies at various places in the country. This vacuum is being filled by many local organizations or social activists, who unfortunately could not politicize the masses. At the end, Indian state and big industrial houses are reaping the benefits of fragmented and apolitical struggles. The issue is not of parroting the positions of anarchists or ultras as far as many local issues are concerned, but unhesitatingly championing one’s own politics and rallying the masses around it. It is important to find out causes of hesitations that often results into Left’s retreats at such places. A major factor, in recent past, was perception about the Left Front government in West Bengal. What was a matter of pride and celebration for long had suddenly turned into a liability. The Left Front desperately tried to defend its policy of industrialization ignorant of, or knowingly avoiding, nuances in its implementation. Instead of taking the people into confidence and trying to understand their concerns, the policy was forced upon them. The Left leadership in West Bengal, who were once staunch defender of people’s interests, had given impression of being the mouthpiece of big industries and corporations. In this process, it forged an alliance with the bureaucratic machinery, again at the risk of going against its own record and reputation in the state. This has substantiated opposition’s charge of arrogance and corruption of the Left Front regime. At the same time, the Left Front in West Bengal turned a blind eye towards the alternative policies as attempted by its counterpart in Kerala. The essential check of party on the government ceased to exist in West Bengal. It is difficult to remember name of a single leader, except Com. Bimal Bose, who is not in the State assembly or Parliament but working in the Party. Thus, the last condition to make the Left Front as ‘establishment’ was fulfilled paving the way for the victory of ‘anti-establishment crusader’, Mamta Banerjee. Crushing defeat of 26 ministers in West Bengal, including its number 1, number 2 etc, shows people’s disdain towards the Left Front government.

But the Left Front in West Bengal must not be singled out for Left’s reduced strength in the Country. In Communist Parties, it is rightly said, everything – good or bad – starts at the top. Decline in working class leadership and working class outlook as well as reluctance in championing the issues of social equality and dignity contributed to Left’s marginalization at all India level. A major anomaly in the Left’s praxis is miserable presence of weaker sections in organization as well as parliamentary representatives. Even the representatives of the organized working class, leave aside the unorganized sectors, are not dominating the decision making bodies of the Left. Except honest admission of these facts and some occasional actions, no significant strides have been made to retain confidence of working class and win over the weaker sections. If one looks at the Left’s organizational structure, it looks like the so called ‘merit based’ hierarchical system where representation of weaker section is perhaps dismal because ‘cadres from those sections are not considered up to the mark to meet intellectual requirements of the standard of the Left’. The same is true on the front of gender equality. When confronted with the question of inadequate tickets to women candidates in the Parliamentary elections, it was told that since most of the candidates are incumbent MPs, women could not be accommodated. However in the Assembly elections in West Bengal where the Left Front introduced large number of new faces, women’s representation did not go up with any significance. It would obviously be difficult for the Left to get political women candidates to contest the polls for the simple fact that the Left never mobilized women against the UPA government to force it to pass the Women’s Reservation Bill. The symbolism of support to Women’s reservation is not an aberration but has become the habit; habit of self-congratulations for taking a correct political stand, habit of living in the house of moral righteousness. This, as the leadership might have thought, exonerates the Left from responsibility of politicizing and organizing the people. From farmers’ suicides to nuclear deal, the Left has correctly brought these issues in the national discourse but failed to mould government policies precisely because it has not mobilized people behind its ideological position.

Again, it would be a foolish thinking to attribute weakening of the Left movement to mere organizational matters and its leadership. If the movement is victim of lethargy, reluctance and non-initiatives, there must have emerged certain contradictions within it. The most difficult task before the Left today is to precisely identify those contradictions and evolve a correct political perspective. In this context, at least three issues need a mention here that requires further political clarity. First, there has to be a comprehensive assessment of impact of globalization and advanced technologies on every section of Indian society. Inherent in it is understanding about format of industrialization as well as expectations of poor, weaker sections and working class from the state. Second, more nuanced understanding of international politics and also of various regimes in other countries, e.g. Sri Lankan chauvinist state, Afghanistan’s fragile system, North Korean despotic government, Qaddafi’s authoritarian rule etc. Last but not the least, participation in the Central Government since the opportunity will knock the Left’s door sooner than later, despite today’s adverse situation and writing off its political future by ‘eminent’ media pundits.

‘ओसामोत्तर’ आंतरराष्ट्रीय परिस्थिती

अमेरिकेच्या विशेष सशस्त्र दलांनी अल-क़ायदाचा म्होरक्या आणि ९-११ च्या भीषण दहशतवादी हल्ल्याचा सूत्रधार, ओसामा बिन लादेनला पाकिस्तानातील अब्बोताबाद या लष्करी छावणीच्या शहरात ठार मारून जगात खळबळ उडवून दिली आहे. आंतरराष्ट्रीय राजकारणातील एक मोठी घटना म्हणून जगभरातील राज्यकर्ते आणि अभ्यासक या घटनेकडे बघत आहेत. ज्या व्यक्तीच्या शोधासाठी अमेरिकेने दोन देशांवर आक्रमण करून तिथे आपला जम बसविला आणि जगभरातील अनेक देशांना या मोहिमेमध्ये आपल्या दावणीला बांधले, ती व्यक्तीच आता मारली गेल्याने आंतरराष्ट्रीय राजकारणातील एक पर्व संपुष्टात आल्याची शक्यता व्यक्त होत आहे. जागतिक राजकारणातील कालावधी हा साधारणत: मोठ्या घडामोडी नुसार निर्धारित होत असतो. यानुसार २०वे शतक हे पहिले महायुद्ध ते सोविएत युनिअनचे पतन, म्हणजेच १९१४ ते १९९१ असे छोटेसेच होते असे म्हटल्या जाते. त्याचप्रमाणे आंतरराष्ट्रीय राजकारणाचे २१वे शतक हे ओसामा बिन लादेनप्रेरित इस्लामिक दहशतवाद्यांनी ११ सप्टेंबर २००१ रोजी वर्ल्ड ट्रेड सेंटरवर केलेल्या हल्ल्यानेच सुरु होते. मात्र हे 'दहशतवादाविरुद्ध युद्धाचे' शतक नेमके कधी संपेल याचा अंदाज घेणे कठीण आहे. कारण लादेन मारला गेला असला तरी त्याच्या संघटनेचे जाळे, हस्तक आणि दहशतवादी गट जगाच्या वेगवेगळ्या भागात कार्यरत आहेतच.

काही अभ्यासकांच्या निरीक्षणानुसार अमेरिकेने अफगाणिस्तान आणि त्या पाठोपाठ इराक़वर केलेल्या लष्करी कारवाईने अल-क़ायदाला आयताच फायदा झाला कारण अनेक मुस्लीम युवक अमेरिका द्वेषातून या संघटनेच्या जाळ्यात ओढले गेलेत. ओसामा बिन लादेनने सुद्धा रोबर्ट फिस्क या पाश्चिमात्य पत्रकाराला दिलेल्या मुलाखतीत स्पष्टच सांगितले होते की अमेरिकेला आशिया खंडात युद्धात उतरविणे हे अल-क़ायदाचे उद्दिष्टच होते कारण त्याने मुस्लीमबहुल देशातील युवकांना अमेरिकेच्या विरोधात रणांगणात उतरवून महासत्तेला पराभूत करता येईल. याच्या जोडीला पलेस्तीनचा प्रश्न सोडवण्यात सातत्याने आलेले अपयश आणि इस्रायलने पलेस्तिनी भूमीवर वारंवार केलेले भीषण सैनिकी हल्ले यामुळेसुद्धा अमेरिका-इस्रायलच्या सुडाने पेटून उठलेले अनेक मुस्लीम युवक अल-क़ायदात शामिल झाल्याने या दहशतवादी संघटनेचा विस्तारच झाला आहे. शिवाय, स्वत: ओसामा बिन लादेन साधारणत: २००५ पासून अल-क़ायदाच्या कुटील गतीविधींमध्ये प्रत्यक्ष लक्ष घालण्याच्या स्थितीत नव्हताच आणि त्याच्या अनुपस्थितीत अल-जवाहिरी आणि इतर जिहादी नेत्यांनी अल-क़ायदाचे व्यवस्थित वि-केंद्रीकरण करून त्याच्या प्रभावाचे क्षेत्र वाढविलेच होते. त्यामुळे, अल-क़ायदा 'बिन' लादेन जरी झाला असला तरी त्याची दहशतवादी हल्ले करण्याची क्षमता नष्ट झालेली नाही, आणि ओसामाच्या मृत्यूचा बदला घेण्यासाठी तसेच आपली ताकत दाखवून देण्यासाठी अल-क़ायदा येत्या दिवसांमध्ये घातपात आणि दहशतवादी हल्ल्यांच्या मोठ्या कारवाया करण्याची दाट शक्यता आहे असे सुद्धा अभ्यासकांच्या या गटाला वाटते. परिणामी, 'दहशतवादाविरूद्धचे युद्ध' आणखीन लांबण्याचीच चिन्ह आहेत.

अभ्यासकांच्या दुसऱ्या गटानुसार मात्र २०१० पर्यंत जरी अल-क़ायदाचे प्रभाव क्षेत्र वाढत असले, तरी २०११ साली विविध अरब देशांमध्ये झालेल्या शांतीपूर्ण क्रांत्यांमुळे अल-क़ायदाच्या विचारसरणीचे कंबरडेच मोडल्या गेले होते. या जन-उठावांनी अरब आणि इतर देशातील मुस्लीम युवकांमध्ये लोकशाही प्रती असलेली ओढ तर ठळकपणे दिसून आलीच, मात्र महत्वाचे म्हणजे लोकांच्या एकजुटीने अमेरिकेचे समर्थन असलेल्या आपल्या देशातील राज्यकर्त्यांना पाय-उतार होण्यास भाग पाडले जाऊ शकते याचा अनुभव इस्लामिक देशांनी घेतला. त्यामुळे अल-क़ायदाच्या विषारी आणि हिंसक मार्गांशिवायसुद्धा अमेरिका धार्जिणे सरकार बदलता येऊ शकते आणि पर्यायाने अमेरिकेच्या वर्चस्वाला खिळ घालणे शक्य आहे याचा प्रत्यय अरब देशातील मुस्लीम जनतेला आला. टुनिशिया, इजिप्त, सिरीया, लिबिया आदी देशातील जनतेच्या असंतोषाला वाचा फोडण्यास आणि त्यांचे नेतृत्व करण्यास कट्टर इस्लामिक शक्तींना वावच मिळाला नाही आणि मुस्लीम-बहुल देशातील जनतेत अल-क़ायदा आणि त्याच्याशी सलग्न संघटनांना स्थान नसल्याचं स्पष्टच झाले. या अभ्यासकांच्या मतानुसार अल-क़ायदाचे महत्व आता संपलेले आहे, मात्र ते अमेरिकेने ओसामाला ठार मारल्याने नव्हे तर अरब देशातील जनतेनेच आपापल्या देशात लोकशाहीची मुहूर्तमेढ रोवल्याने संपले आहे. याची दुसरी बाजू मात्र अशी सुद्धा आहे की गेल्या काही महिन्यात अरब देशांमध्ये घडलेल्या लोकशाहीवादी घटना तेवढ्याच अमेरिका विरोधी (लिबिया वगळता) सुद्धा होत्या आणि अमेरिकेने त्या भावनांशी खेळ करायचा प्रयत्न केल्यास त्यातून अनेक नवे जिहादी गट आणि कट्टर इस्लामपंथी सरकारे जन्म घेऊ शकतात.

ओसामाचा काटा काढल्यानंतर अमेरिकेपुढे २ जटिल प्रश्न उभे आहेत. एक, पाकिस्तानातील जिहादी मंडळींशी जवळचे संबंध ठेऊन त्यांना खत-पाणी घालणाऱ्या सरकारी आणि लष्करी अधिकाऱ्यांच्या एका प्रभावशाली गटाचे करायचे तरी काय? दोन, अफगाणिस्तानातून कधी आणि कसा काढता पाय घ्यायचा? हे दोन्ही प्रश्न एकमेकांशी निगडीतच आहेत आणि भारताच्याही चिंतेचे आहेत. राष्ट्राध्यक्ष बराक ओबामा यांनी त्यांच्या निवडणूक काळापासून स्पष्ट शब्दातच अनेकदा सांगितले होते की इस्लामिक दहशतवादाचे खरे केंद्र पाकिस्तानात आहे आणि प्रत्यक्ष ओसामा बिन लादेनला पाकिस्तानातच ठार मारून त्यांनी आपले शब्द खरे करून दाखविलेत. मात्र ओसामाला पाकिस्तानात शह देणाऱ्या शक्तींचा नायनाट कसा करायचा या विचाराने ओबामांना सुद्धा दिवसा तारे दिसत असणार. या शक्ती असे अनेक ओसामा बिन लादेन परत तयार करू शकतात हे अमेरिकेला चांगलेच ठाऊक आहे. शेवटी ओसामालासुद्धा अमेरिकेने दिलेल्या मदतीच्या जोरावरच पाकिस्तान ने सोविएत युनिअन विरुद्ध लढायला उभे केले होते. पाकिस्तानातील या कट्टर इस्लामिक गटाला अफगाणिस्तानात तालिबानचे वर्चस्व परत प्रस्थापित करायचे आहे. अमेरिकेने अफगाणिस्तानातून माघार घेतली की तिथे निर्माण होणारी पोकळी भरून काढण्यासाठी पाकिस्तानी लष्करातील तालिबान समर्थक टपून बसले आहेत. एकीकडे पाकिस्तानी लष्कराच्या या नापाक इराद्यांची जाणीव अमेरिकेला आहे मात्र दुसरीकडे बराक ओबामांनी अफगाणिस्तानातून अमेरिकी सैन्याची माघार २०१२ पर्यंत सुरु करण्याचे ठोस आश्वासन युद्धाला कंटाळलेल्या आपल्या देशातील जनतेला दिले आहे. ओसामाला ठार मारून या आश्वासनाला ओबामांनी बळकटी आणली असली तरी अफगाणिस्तानचे भवितव्य काय ही कोंडी फोडण्याचे मोठे काम आता अमेरिकेला करावे लागणार आहे. अमेरिकेच्या प्रस्तावित अफगाण माघारीनंतर या क्षेत्रात मोठी अस्थिरता निर्माण होऊ शकते आणि यामुळेच आजच्या तारखेला भारत, चीन, रशिया हे देश सुद्धा चिंतेत आहेत.

ओसामाला ठार मारण्यासाठी अमेरिकेने पाकिस्तानात केलेल्या धडक कारवाईचे आंतरराष्ट्रीय नितीनियामांवर दुरगामी परिणाम होऊ शकतात. या कारवाईचा दाखला देत आता इतर देशही, प्रामुख्याने रशिया, चीन आणि इस्रायल अशा प्रकारच्या मोहिमा परकीय भूमीवर पार पाडण्याचा प्रयत्न करण्याची शक्यता नाकारता येत नाहीय. भारत सरकारने देखील अशीच सिने-स्टाइल कारवाई करून पाकिस्तानातील भारत-विरोधी दहशतवादी आणि गुन्हेगारांना धडा शिकवावा अशी मागणी जोर धरू शकते. मात्र भारताने अशी कारवाई करण्यामध्ये अनेक अडचणी आहेत. अमेरिकेचा पाकिस्तानात मोठा लष्करी तळ आहे आणि त्यामुळे पाकिस्तानातील तळावरूनच अशी कारवाई करणे त्यांना शक्य आहे. त्याचप्रमाणे, अमेरिकेचा पाकिस्तानातच लष्करी तळ असल्याने त्यांच्या गुप्तचरांना स्थानिक पातळीवर नेमकी माहिती गोळा करणे तुलनेने सोपे आहे. भारतीय गुप्तचरांसाठी हे अतिशय अवघड काम आहे. भारताने सीमा पार करत अशी मोहीम फत्ते करायचा प्रयत्न फलदायी होणे तर फारच कठीण आहे मात्र यामुळे दोन अण्वस्त्रधारी देशांमध्ये युद्ध पेटायला काडीचाही अवकाश लागणार नाही. यामुळे भारतासाठी पाकिस्तानवर आंतरराष्ट्रीय पातळीवर दबाव आणणे, पाकिस्तानातील लोकशाहीवादी आणि शांतीप्रिय तत्वांशी संबंध सदृढ करणे आणि आपली अंतर्गत सुरक्षा व्यवस्था मजबूत करणे या पर्यायांची प्रभावी अंमलबजावणी करणे अत्यंत गरजेचे आहे.

थोडक्यात, ओसामा बिन लादेनला ठार मारण्याच्या घटनेने अमेरिकी जनतेची सुडाची भावना मोठ्या प्रमाणात शमली असली तरी अमेरिकेसह संपूर्ण जगावर पसरलेली दहशतवादाची काळी छाया नाहीसी होईल की आणखी गडद होईल हे काळच सांगेल. सध्यातरी या घटनेने राष्ट्राध्यक्ष बराक ओबामा यांचा अमेरिकेच्या सर्वोच्चपदी फेरनिवडीचा मार्ग निश्चितच प्रशस्त झाला आहे. मात्र अमेरिकेने अफगाणिस्तानातून तत्काळ माघार घेणे कितपत फायदेशीर आहे याचा गंभीर विचार बराक ओबामांना करावा लागणार आहे. त्याचप्रमाणे पाकिस्तानातील लोकशाही मार्गाने निवडून आलेल्या सरकारला बळकटी प्रदान करत त्या माध्यमातून पाकिस्तानी लष्करातील तालिबानवाद्यांवर कायमचा अंकुश निर्माण करण्याला अमेरिका, भारत आणि संपूर्ण विश्व समुदायाला सर्वाधिक प्राधान्य देणे गरजेचे झाले आहे.

Need of Policy on Foreign Front

Many a times, aspirations of the nation mismatch with its practices; rather lack of it, prolonging utilization of full national potentials. Today, India aspires for a world power status; the desire arising from its ancient civilization, modern democratic foundation and strength of human resources. However, the governments in power have fallen short in their attempts to rationalize strategies to realize this dream. An important missing aspect is clear formulation of foreign policy goals that the government must strive to achieve. As a result, the terminology of foreign policy remains the same as was devised by its founding fathers in the early days of independent India. The practice, however, is now different that makes the foreign policy blurry and confusing. The need to do away with this dichotomy becomes urgent considering the increased importance of India for many big and small countries in the world politics. Moreover, this will help in setting the clear targets for Indian diplomats to pursue their external endeavors.
Lack of comprehensive foreign policy vision is partly a result of non-conviction of incumbent leadership about India’s pre-1991 positions in world politics; but having no courage of its public denouncement. As a result, political leadership simply can not connect with fundamentals of Indian foreign policy and fails to provide it new direction in the ever-changing world scenario. Panchshila, anti-colonialism and Non-alignment have been the three central pillars of Indian foreign policy since independence. Hesitation of political establishment in reinforcing these principles opens up two possibilities; one, India will be part of military alliances in the near future and two, India will interfere and try to dominate internal politics and policies of independent nations. However, there are no policy statements or documents ascertaining such possibilities, these are only assumptions. This necessitates the government to clarify whether it has abandoned Panchshila and Non-alignment as guiding principles of foreign policy conduit; if yes, what is its new normative framework and if not, why is it shy of proclaiming them in discussions and negotiations with foreign countries and multinational institutions? The Nehruvian leadership was not apologetic about its world view and India’s foreign policy pursuits therein. Therefore, in the realm of foreign policy it had almost practiced what it preached. The post-Nehruvian leadership should demonstrate similar courage and fashion the foreign policy issues in public domain.
Perhaps, India is the only major country wherein the government neither states its foreign policy goals even once during its full tenure nor are they discussed in the Parliament at full length. There are two useful examples to learn from; the Chinese and the American. China has published white papers on foreign policies and strategic issues elaborating its positions and goals. Similarly, American Congress extensively debates each aspect of President’s foreign policy compelling the chief executive to reveal his administration’s objectives and plans. India can adopt both the practices with its own characteristics. This will keep the public informed about government’s intentions while the latter will gain more clarity and purpose in its actions on external fronts. A foreign policy document; elaborating India’s objectives, policies and approach to conflict resolution, will help enhancing India’s image at the world stage if put in right perspective. It will be a meaningful exercise to connect non-alignment with peaceful emergence of multi-polar world as well as interpretation of Panchshila as India’s efforts to normalize and maintain friendly relations with all its neighbors including Pakistan and China. Anti-colonial legacy can be carried forward in the form of support to Palestine as well as demand for de-nuclearisation. Indian establishment is bogged down with adjusting in the existing world order but lacks the vision of how it wants to shape this world. Indian political establishment must realize that foreign policy is not a mere bureaucratic process but requires political vision to achieve nation’s aspirations in the world. It is imperative on the incumbent government to initiate such a policy document and also amend the constitution to bring in Parliament’s role in scrutinizing government’s foreign policy details. Instead of showing mirage to its citizens, government must keep them informed and involved about the challenges and daunting tasks on external fronts.
The greatest illusion that has been impressed upon general public is India’s ‘natural’ claim on UNSC permanent seat and its being just a matter of time to win this bid. The expansion of UNSC requires sustained international campaigns exposing unjust power hierarchy created due to the present order. The expansion of UNSC is intrinsically linked with overall reform of the United Nations. Unless India champions cause of egalitarian political order by rallying with small and medium powers in the world, the Big Fives will not do anything more than paying the lip service to the reform agenda. Foreign policy establishment in India has to deliberate upon this aspect to devise a long term strategy to generate international pressure on existing big share holders in the world order.
India’s inclusion in the expanded UNSC on equal basis is even more difficult task given the complexities of the world politics. India has to maintain a fine balance between strengthening relationships with great powers and maintaining its traditional ties with third world countries as well as regional powers. Instances of annoying Iran and distancing from left-leaning governments in Latin America to please the United States will at best result in these countries’ non-enthusiasm in supporting India’s bid and at worst these countries’ lining up against India at crucial juncture; for example, at a time of securing overwhelming majority in the UN’s General Assembly for its cause. Similar can be the approach of India’s smaller neighbors unless New Delhi works out comfortable relationships with them.
The UNSC is the leadership position, if not seat of power, in the world politics. Therefore, India must demonstrate its ability to provide leadership in solving complex international issues, which will require New Delhi’s intensive engagement with countries in all the regions of the world. Furthermore, India must come out with its own approaches on important international matters other than the climate change issues and negotiations in WTO. This includes future of Iraq and Afghanistan, question of Palestine and preventing Iran’s nuclearisation in the overall context of de-nuclearisation. In the present case of western powers’ utter failure in providing optimistic scenarios on these burning issues, India should calibrate innovative diplomatic solutions on such fronts.
Last, but is the most important, India has to demonstrate its capability of resolving its own international disputes in a peaceful and constructive manners; mainly Kashmir and border imbroglio with China. The great power status, including the UNSC permanent seat, will naturally come to New Delhi’s way when India succeeds in achieving these tasks; but not the other way around. If Indian leadership hopes to play bigger and independent role once it gains the UNSC permanent seat, it is following the mirage wherein India will have neither of it. In fact, it will be condemned to be merely a regional power in South Asia embroiled in its own cross-border problems with neighboring countries.

Maharashtra: Old Game With New Horses

Receiving US President in Mumbai was a political consolation to outgoing Maharashtra CM. Departure of Barak Obama was followed by ousting of Ashok Chavan and Prithviraj Chavan was named as 25th Chief Minister of Maharashtra. He will be the 16th person to take oath of office of this highly prestigious post. His predecessor had this honor twice so as Vilasrao Deshmukh and Shankar Rao Chavan. Vasantrao Naik, Vasantdada Patil and Sharad Pawar held the coveted position three times each. Vasantrao Naik was the only Chief Minister who had occupied the office for full five year term (1967-1972) starting from formation of the Vidhan Sabha to dissolution of it. He is also the longest serving Chief Minister of Maharashtra totaling more than 10 years of uninterrupted reigns.
Prithviraj Chavan’s choice as chief of the Congress legislature party in Maharashtra, even though he was never member of state assembly, signals a long term strategy of Congress high-command. Maharashtra has become an exception in Sonia Gandhi’s strategy of continuance of Chief Ministerial post in Congress-ruled states. In the 11 years since recapturing of state assembly from the saffron alliance, the Congress-NCP is now having the 5th Chief Minister; with Vilasrao Deshmukh donning the cap twice and at least half a dozen aspirants waiting in the line. Compare this with the other Congress ruled states and the difference becomes stark. Providing stable and development oriented government seems to be the priority of Congress president. And this is the real challenge before the new Chief Minister. All these years in politics, Prithviraj Chavan has maintained distance from various state factions and kept himself away from lobbying for anybody for positions in state politics. This has become his edge over other contenders for the top post. While he has acquired considerable experience as administrator in central government, he lacks first hand political knowledge of handling the 24X7 conspirators in Maharashtra Congress. His selection is also a message to central ministers from Maharashtra, mainly Deshmukh and Sushil Kumar Shinde, to concentrate on their incumbent jobs rather than scoring goals in the murky state politics. Along with his colleagues in Delhi, Prithviraj Chavan has to take care of nuisance of Narayan Rane and others in the Maharashtra Congress.
As a minister in UPA government since last 6 years and working in the PMO all this period, Prithviraj Chavan is well acquainted with priorities of Manmohan Singh government and its flagship programs. This is an advantage for him in implementing center sponsored schemes in the state. On the other hand, his ability to grasp the rural and agricultural despair and provide remedy to it will be tested during his tenure. In the last Lok Sabha and Vidhan Sabha elections, the loan waiver scheme had boosted the Congress performance significantly. This may not be the factor four years from now when the state will go for scheduled elections. In spite the rapid rate of urbanization and emergence of city-centered political forces like MNS, farmers hold the political key in Maharashtra; particularly the agricultural community in Vidarbha and Marathvada region. These are the least familiar areas for Mr. Chavan. Demand of separate statehood not only exists but getting strengthened in these two regions is no good news for new CM, who is after all an outsider in state politics.
Prithviraj Chavan’s posting in Mumbai is also aimed at countering influence of NCP in its stronghold of Western Maharashtra. In rest of Maharashtra, NCP ‘s strength is limited to certain pockets and is stagnated. Although Mr. Chavan hails from Western Maharashtra and thrice elected from family’s pocket borough Karad, of late he has not kept engaged with people in the region. In fact, he was defeated by the newly formed NCP’s candidate in 1999 Lok Sabha election. NCP’s Sriniwas Patil has recorded three consecutive victories in this constituency since formation of the party by Sharad Pawar. Nonetheless, the NCP has taken up the challenge of Prithviraj Chavan entering the state politics quite seriously. The first sign of it was Ajit Pawar’s elevation as Deputy Chief Minister. Energetic nephew of Sharad Pawar knows the nitty-gritty of Western Maharashtra’s politics and can help the party protect its Maratha vote bank. However, demotion of Chagan Bhujbal seriously threatens NCP’s credibility as party of all social groupings, particularly among the OBCs in the state. His immediate and future accommodation in NCP’s hierarchy will have long term effect on NCP’s attempts to increase its support base in the state.
Mr. Chavan’s appointment is also a result of political negation wherein rest of his competitors became ineligible due to some sort of allegation of corruption against them; the main reason of leadership change merely a year after last assembly elections. However, many corrupt faces will continue to hold portfolios in the Prithviraj Chavan’s ministry; making it tough for him to provide clean administration. Years of deliberate neglect of corrupt activities of state leaders has resulted into a situation where in the state government has become hostage to lobbies of industrialists-mining mafias-real estate dealers-educational tsars-liquor barons and co-operative supremos. They are the real power bearers no matter who the Chief Minister is or whoever is his deputy. Neither Mr. Chavan nor the Congress has any program to break the stranglehold of these powerful lobbies to provide relief to common man. The new CM, in all probability, will provide stable government since equally corrupt and inept political opposition in the state poses no threat to the ruling alliance. But there is least possibility of Mr. Chavan leaving an impression of clean and working government, another reason for this being lack of mass support for the new CM. Mr. Chavan, or anyone else for that matter, cannot take on the corrupt lobbies unless they raise people’s support for the cause. In such scenario, corruption will continue unabated despite having a non-corrupt administrator at the helms of the affair, who will be merely an instrument in the hands of corrupt lobbies. The latter will, in fact, thrive on his or her clean image. Fight against corruption cannot be win by rhetoric and symbolism but by people oriented policies and clear priorities. Interestingly, Mr. Chavan has not uttered a word so far against high level corruption; instead he is seeking co-operation from everyone, including the tainted politicians.
Thus, political and administrative challenges before the new CM are enormous. Only sky is the limit for performance. Can he? Will he? These are the key questions in the minds of people in the state, who are desperately seeking positive answers.

Resurgent China and Prospects of Sino-Indian Cooperation

A resurgent China has begun strategic experiments with its growing clout in Asia. Since 1978 China is following policy of peaceful international environment for its domestic growth. As a result, it has either put on backburner the disputed issues with its neighbors or had resolved them amicably. However, recently it has adopted an aggressive posturing in international arena. It is not only forcefully reestablishing its geographical and maritime claims but also expanding sphere of influence into new regions. It seems China is testing the water vis-à-vis the United States, which is bogged down by two wars and domestic recession. This has implications for India too, which needs careful scrutiny and corrective measures.
Recently, Chinese authorities have covertly posed challenge to US might in its neighboring sea waters. It issued stern warnings when the US, Japan and South Korea conducted joint naval exercises in the South China Sea. It made its displeasure loudly clear that it would not like the US to increase its military presence in its backwaters. Just few weeks later, it has arm-twisted Japan over issue of release of captain of Chinese fishery boat. Notwithstanding the fact that Japan shares closest relationship with the US in the region, China has forcefully compelled it to release the captive civilian. The issue had the potential to seriously damage Sino-Japanese relationship, the risk chosen by Beijing. Although these two issues had minimal significance for India, noteworthy is the fact that China is becoming confidently aggressive in enforcing its stated strategic positions. Beijing’s such posturing has alarmed other countries such as Vietnam, which might enter into closer ties with the US to counter Chinese hegemonic tendencies. Chinese leadership is undeterred by the possibility that its neighborhood, including India, would be pushed towards the United States due to its ‘bullying’ attitude. Chinese leadership might be verifying the hypothesis that the US is a receding power and Washington is in no position to provide any kind of buffer to countries neighboring China.
More worrisome aspect of Chinese intentions for India is its efforts to gain deep access into Afghanistan and Central Asian region through Pakistan. By re-forging of closer ties with Islamabad with signing of a nuclear deal, China has aimed at three things. It wants to negate New Delhi’s position as near-official 6th nuclear state by virtue of India-US nuclear deal. With this, it has also shown the US its place that Washington can not dictate the nuclear business to Beijing. Most importantly, China is keeping Pakistan in good humor with eye on greater geopolitical realities. China has three basic demands from Pakistan. One, it wants Pakistan to reign into terrorist elements spreading their tentacles into Chinese province of Xinjiang. Pakistan has no interest in de-stabilizing Chinese province and would do its best to meet the Chinese demand. Second, China plans to get strategic depth into Afghanistan once the US forces start retreating from the war-torn nation. China wants to utilize Pakistani leverage on Afghan groups to increase its own influence in Kabul’s politics. Thirdly, Beijing wants no hurdles in its attempts to develop energy routes with Central Asian countries to fulfill its growing energy needs. India’s actual clash of interest with China is far away from Sino-Indian borders, which is in Afghanistan, in other Central Asian countries, in Iran and in Africa.
While ‘countering’ Chinese threat, few things need to understand. Comprehending Chinese actions merely from strategic point of view could be misleading. One of the important parameter of gauging popularity and legitimacy of Chinese government is its diplomatic success to protect and enhance domestic interests. Thus Chinese diplomacy is a mix of actions to meet its domestic needs and increase its strategic leverage in world politics. Also, India figures less in Chinese strategic and diplomatic concerns than the US and Japan, whether Indians like it or not. In fact, except its relationship with Pakistan and to some extent Nepal, no other relationships are driven by ‘counter India’ factor. This is not to negate the wider implications of Chinese maneuverings on Indian security but to place the matters in clear perspective. India and China are competing not conflicting countries, wherein China is consistently outsmarting India. China’s closer relationship with Russia is its prime example. In 1991, India had closer relationship with Moscow than China, an advantage New Delhi had surrendered in next few years and acutely picked by Beijing. Both China and Russia have utilized the Shanghai Cooperation Organization (SCO) to forge close strategic and economic bonds, whereas India’s attitude towards SCO had been neglect and apathy. India has not only lost the opportunity to develop greater co-operation with China and Russia but also lost the chance to fast track its economic diplomacy with other members of SCO. Another example, which is more contemporary, is India’s relationship with Bangla Desh. A regime change in Dhaka has opened up enormous prospects for strengthening of Indo-Bangla relationship. However, Indian government is too slow in grabbing the opportunity and would wake up only when China makes moves towards Dhaka.
In this context, it is imperative on Indian government to sharpen its diplomatic efforts in a multi-directional ways. The primary requirement for India is to increase trade with China, which will act as an important confidence building measure for the relationship between two Asian giants. India should take clues from rapprochement and development of Sino-US ties since 1971 wherein both the countries continued to engage each other through trade and investment without giving up their fundamental positions on issues such as human rights, Tibet and Taiwan. As a result, probability of differences turning into military conflicts between these two nations has sharply decreased. Apart from trade and business, there are tremendous prospects for constructive engagements in the field of academics, culture, tourism and sports. The concerted efforts to forge partnerships in these fields will result into greater interpersonal relationship between citizens of two countries. It is in fact an irony that world’s two leading developing nations share very little academic, scientific, technological and cultural knowledge for common prosperity. The consistency in high level political engagement should pave way for constructive engagement between elites of two countries. It should also be noted that China is consistently alluring smaller South Asian nations such as Sri Lanka, Maldives and Nepal by way of benevolence and generosity which sometimes comes in sharp contrast with India’s big brother attitude. India and China also need to expand their co-operation in multilateral forums for mutual benefit. The Copenhagen climate summit has laid a solid foundation for such cooperation. There is also need for both the countries to cultivate common interests in altering the existing international order. It is a fact that neither China nor India are satisfied with their place in the current world order as carved out through United Nations, World Bank and IMF. However, both the countries have not taken up joint initiatives to usher changes in the system. On this front Indian government must pro-actively engage Beijing to make it take positions on expansion of Security Council or further democratization of IMF and World Bank. Apart from engaging China, Ministry of External Affairs must tap each and every opportunity to enhance co-operation with Central Asian and South-East Asian countries so that India is not left behind China in these two regions. The diplomatic innovations can also see joint India-China ventures in these two key regions for mutual benefit. There is no option for India but to adopt pro-active but co-operative approach towards China. The political leadership must also encourage the military establishment to build confidence measures with Chinese counterparts, which will help in clearing the air on the Line of Actual Control and international borders between two countries. India must show confidence, innovations and urgency for building purposeful relationship with China. Enforcing co-operation rather than harping on threats is a smart diplomacy that India must adopt.
